The Defensive Carry Restoration Act was filed by Rep. Denny Altes (R-Fort Smith) to restore the right to carry firearms freely to all Arkansans. This bill will allow anyone legally able to own a firearm to carry it, holstered, for defensive purposes openly in public.
Update: HB1051 failed in committee by voice vote on Thursday Feb 10th (yes during the snow when no one could make it to the capitol to support the bill). The committee chair denied a request to do a roll call vote so there is no way to prove how each rep voted on the bill. The State Police (who insist they do not get involved in politics/making law) were on hand to speak against the bill becuase it takes away their ability to do background checks on you before you can carry. UPDATE:Rep. King has introduced HB1487 The Arkansas Firearms Freedom Act. This act is based on the 9th and 10th amendments and basically states that firearms produced and sold in Arkansas are exempt from federal law/regulation, including registration.

Freedom Act.
Similar
acts have been passed in Montana,
Tennessee, Arizona, Utah, Idaho, Wyoming, and South Dakota recently
and is a direct
attempt to reestablish States Rights by allowing firearms to be
manufactured, sold, and kept in the state without oversight or control
of the BATFE. The same legislation has also been introduced in 20 other
states. This is extremely
important legislation, it definitivly reestablishes our 10th Amendment
and returns powers to the State level.
